Erupción submarina a 10 mil km. del Perú deja dos ahogados en Lambayeque

La Defensoría del Pueblo anunció una investigación de oficio a la Marina de Guerra ante una presunta falta de debida diligencia en la adopción de medidas para salvaguardar la vida e integridad física de las personas luego de la erupción submarina del volcán Hunga-Tonga-Hunga-Ha'apai en Tonga.

Inexplicablemente en el Perú se han registrado dos muertes a consecuencia de la erupción submarina del volcán Hunga-Tonga-Hunga-Ha’apai en Tonga, en el océano Pacífico. La terrible explosión causó ondas sísmicas equivalentes a un terremoto de magnitud de 5.8 y provocó un tsunami. Unos 10 mil kilómetros separan la zona del evento y las costas peruanas. Pero esa distancia no fue suficiente para que las autoridades responsables pudieran alertar a la población del peligro inminente y esta ponerse a buen recaudo.

La erupción submarina ocurrió a las 23:27 horas (hora peruana) del viernes 14 y la columna eruptiva habría superado los 25 km de altura, según Involcan de España. Se produjo una onda de choque que se extendió por todo el mundo. Se estima que su Índice de Explosividad Volcánica (IEV) fue de 5 de una escala de 8 y a los minutos las islas de Tonga fueron inundadas por un tsunami.

“Fue bastante aterrador cuando las cenizas volcánicas comenzaron a golpear el auto y los cielos se oscurecieron… Fue algo bíblico tener esta ceniza volcánica lloviendo sobre ti y no saber a dónde nos dirigíamos”, declaró el alto comisionado interino de Nueva Zelanda en Tonga, Peter Lund, sobre esta erupción submarina.

ALERTA DE TSUNAMI

Ocurrida la erupción submarina, Estados Unidos a través de la Oficina Nacional de Administración Oceánica y Atmosférica (NOAA) emitió alerta de tsunami para los estados de la costa norte, Hawái, California, Oregón, Washington y Alaska, mientras la Agencia Meteorológica de Japón hizo lo propio para la costa este del archipiélago, con especial riesgo en el conjunto de islas Amami y Tokara.

En tanto, en Chile, la Oficina Nacional de Emergencia pidió a los ciudadanos que abandonen las playas por precaución. Lo mismo pasó en Ecuador a través del Servicio Nacional de Gestión de Riesgos y Emergencias (SNGRE). Asimismo, los mexicanos recomendaron alejarse de las playas ante una elevación del nivel del mar.

En el Perú, esto no ocurrió. El organismo responsable del Sistema Nacional de Alerta de Tsunamis es la Dirección de Hidrografía y Navegación (DHN) de la Marina de Guerra del Perú. En la mañana del sábado difundió la nota de prensa n.° 01-2022 informando que la erupción en Tonga “no generaba tsunami en el litoral peruano”. Pero no alertó de alguna anomalía en el mar. Por la tarde, emitió la nota de prensa n.° 02-2022 ratificando su posición.

INUNDACIONES Y MUERTE

Pasadas las 15:00 horas, el mar causaba estragos en las playas de Pisco, en la región Ica. La marea subió medio metro, aproximadamente, e ingresó entre 100 y 50 metros causando alarma entre los veraneantes y comerciantes.

En Lambayeque el oleaje causó una tragedia que pudo ser evitada. Heyner Luderits Quiroz Oblitas (46) y Wendy Yesenia Altamirano Montenegro (23), tía y sobrina respectivamente murieron ahogadas. Ellas fueron sorprendidas y arrastradas por olas de más de dos metros de alto. Los cuerpos fueron rescatados luego de varios minutos por sus familiares, informó Casinaldo Altamirano, esposo de Heyner Quiroz.

En Arequipa, los veraneantes en Camaná prefirieron subir a las zonas altas por precaución. Allí aún está fresco el recuerdo del tsunami del 2001. En Mollendo, las autoridades alertaron oportunamente a los bañistas y no hubo mayores problemas con la marea.

Recién a las 21:00 horas, la DHN de la Marina de Guerra mediante un comunicado ya informa de comportamiento inusuales en el mar intensificado por la presencia de oleajes anómalos y dispone el cierre de algunos puertos, playas y caletas. Recomiendan a las personas adoptar las medidas de seguridad necesarias.

En otros países también se reportaron oleajes anómalos, pero no hubo pérdidas humanas que lamentar por la alerta oportuna.

CONTRADICCIÓN

En Estados Unidos, Ecuador y Chile, el domingo, anunciaron el fin de la alerta de tsunami que afectó todo el pacífico por la erupción del volcán en Tonga, al no registrarse daños graves en sus costas.

Sin embargo, la DHN, emitió un comunicado reportando que una estación de nivel de mar en Samoa, registro una amplitud inusual y al ser un evento atípico que podría interpretarse – no lo confirmaron – como una posible nueva actividad del volcánica en Tonga recomendó la suspensión de las actividades turísticas, náutico recreativas, deportivas, pesca artesanal y uso de playas en el todo el litoral peruano.

INVESTIGACIÓN DE OFICIO

Ante una presunta falta de debida diligencia en la adopción de medidas para salvaguardar la vida e integridad física de las personas, así como su patrimonio, luego de la erupción volcánica en Tonga, abrimos una investigación de oficio a la Marina de Guerra del Perú a anunciado la Defensoría del Pueblo.

Según este organismo, la Marina de Guerra del Perú, a través de la Dirección de Hidrografía y Navegación, debe emitir alertas claras, oportunas y simultáneas, tras evaluar el estado del mar en función al comportamiento oceánico, y adoptar medidas idóneas de prevención y precaución para seguridad de población.

Asimismo, lamentaron el fallecimiento de dos personas ahogadas en la playa Naylamp, en Chiclayo, tras ser alcanzadas por fuertes olas el día sábado 15/1. Asimismo, el perjuicio ambiental a causa del derrame de petróleo en Ventanilla, Callao, vinculado a los peligrosos oleajes.

EL DATO

¿Por qué ocurrió un tsunami? Existen dos opciones:

LA PRIMERA. La violencia de la explosión produjo la “rotura” del edifico volcánico, y sumado a la onda de choque a nivel del mar, produjo el tren de olas del tsunami.

LA SEGUNDA. Colapso del edificio volcánico durante el proceso eruptivo, similar a lo que ocurrió el en diciembre de 2018 en el volcán Anak Krakatoa.

MÁS MUERTES.  El martes 18 de enero recién se conoció que en Tonga murieron tres personas (dos mujeres y un varón)producto del tsunami. En el lugar el maremoto alcanzó una altura superior a los tres metros.
